2002 Idaho Engineering Hall of Fame
Two Prominent Idaho Engineers Inducted into the Idaho Engineering Hall
of Fame
Two distinguished Idaho engineers, Keith Anderson of Boise and George
Russell of Moscow, were presented with plaques commemorating their
induction into the Idaho Engineering Hall of Fame at the 2002 ISPE
Convention Awards Banquet in Boise. The two were nominated by their peers
for their outstanding contributions to the engineering profession and/or
for nationally- or internationally-recognized achievement in the practice
of engineering.
Keith Anderson's engineering career spans some 60 years. He spent the
early part of his career working with state and federal governments,
including the Bureau of Reclamation in Boise. He founded Anderson & Kelly
Consulting Engineers and served as president; he later served as
vice-president of James M. Montgomery Consulting Engineers. He is still
active as a Senior Consultant to Montgomery Watson Harza in Boise. A few
of Mr. Anderson's many technical and professional achievements include:
large-scale development of geothermal energy for space heating in Boise;
project manager for the water supply construction of the Clearwater
National Fish Hatchery north of Orofino; and designer of the Bell Rapids
Mutual Irrigation Company that supplied water to 25,000 acres of
undeveloped federal land in one of the first "high-lift" irrigation
projects along the Snake River in Southern Idaho. In addition to his
professional accomplishments, Mr. Anderson served the public as a member
of the Boise City Council and as Chairman of the Snake River Technical
Advisory Committee, to which he was appointed by Gov. John Evans. He
currently serves on the Advisory Committee to the Board of Directors of
the Boise Philharmonic Association.
George Russell's engineering career extends over 55 years, most of which
was in service to the College of Engineering at the University of Idaho in
Moscow. As

professor of civil engineering, he exerted a major positive influence upon
several generations of engineers as a mentor and role model and actively
promoted ethics, professionalism, and licensure. In 1967 he became
assistant dean of the College of Engineering and then served as associate
dean from 1980 until his retirement in 1985. Since then he has served as
professor emeritus and engineering ambassador. His service to the
profession has been exemplary, having served as president and national
director of ISPE, vice president of NSPE and chair of the Professional
Engineers in Education (PEE) Practice Division. He was appointed to two
four-year terms on the Idaho State Board of Registration of Professional
Engineers and Professional Land Surveyors, twice serving as Chair. His
public service is equally impressive: member and director of the Moscow
Chamber of Commerce, member of the Moscow Economic Development Council,
elected member of the Moscow City Council, and Acting Mayor of Moscow. Mr.
Russell's honors and awards include: Fellow of the American Society of
Civil Engineers, 1988 ISPE Engineer of the Year, 1989 NSPE Distinguished
Service Award, and 1989 National Council of Examiners of Engineering and
Surveying (NCEES) Distinguished Service Award.
Congratulations to both of these outstanding and accomplished Idaho
engineers.
