Continuing Professional Development
Spring 2003 Survey Results
By Clifford I. Roberts, PE

The eagerly awaited results of the continuing professional development (CPD) survey (Spring 2003 newsletter) are in! The survey asked the question: Do you support mandatory CPD for Idaho Professional Engineers? Approximately 12 percent of the membership responded. There were twenty-five “yes” responses and twenty-five “no” responses. The respondent's insightful comments are summarized below.

Pro:
 It is easy to accomplish, especially for those who already have CPD requirements for licenses in other states.
 Without it, Idaho PEs may not seek out seminars and memberships that enhance professional development..
 It would bring Idaho engineering in line with other professions.
 It would help keep PEs current in their discipline.
 It would make Idaho consistent with PE requirements in mandatory CPD states.
 It would strengthen our parity relationships with mandatory CPD states.
 It will elevate and advance our profession.

Con:
 It would not enhance protection of the public.
 It would not improve PE's competency.
 It would not improve the public image of PEs.
 It would add additional expense and bureaucracy.
 CPD courses / seminars for some disciplines are not readily available.
 Available CPD courses / seminars are too expensive.
 Many CPD courses are poor quality or worthless.
 Competent PEs normally partake in continuing professional development without mandatory requirements.
 The market will favor those who continue their own professional development.
 We should wait until NCEES establishes a national model.

The survey responses and comments make it abundantly clear that mandatory CPD remains a controversial issue. The ISPE Board has considered the survey responses and decided that, given the strong opinions on both sides, it would be inappropriate to endorse mandatory CPD for Idaho PEs at this time. ISPE will re-visit this issue periodically and continue providing general CPD information on request. Thanks to those of you who responded to this survey! We sincerely appreciate your input.
